On July 31, 2012, the state issued the "Tire Renovation Industry Access Conditions" and "Waste Tire Comprehensive Utilization Industry Access Conditions" to regulate the development order of waste tire comprehensive utilization industry, promote enterprise optimization and upgrading, strengthen environmental protection, and improve Comprehensive utilization of resources and management level to guide the healthy and sustainable development of the industry.

 

Afterwards, on April 2, 2013, the Ministry of Industry and Information Technology issued the “Interim Measures for the Administration of the Announcement of the Access to Waste Tire Comprehensive Utilization Industry” in the form of Announcement No. 86 of 2013. This is the interim measures specially formulated by the Ministry of Industry and Information Technology for the implementation of the "Tire Renovation Industry Access Conditions" and "Waste Tire Comprehensive Utilization Industry Access Conditions" documents, standardizing the development of waste tire comprehensive utilization industry, and improving the comprehensive utilization level of used tires.

 

According to Cao Qingxin, secretary-general of the Waste Rubber Comprehensive Utilization Branch of the China Rubber Industry Association, these policies have had good results. He told Tire World that setting industry thresholds effectively prevented the accumulation and irregular expansion, and also played a guiding role in the healthy development of the industry.

 

2. Regulations on the Management of Defective Automobile Product Recalls

 

    On January 1, 2013, the “Regulations on the Management of Defective Automobile Product Recalls” was implemented, and the producers implemented a recall with problems with the tires.

 

    The industry generally believes that this regulation clarifies the accountability of tire problems, which is a relatively good trend, but there are some unresolved issues. Cao Jinsheng, former expert of the National Motor Vehicle Product Quality Supervision and Inspection Center, said that there are many reasons for tire defects. How to define it is due to the improper use of the owner, the design problem in the production process, and who is to define it, it is still difficult to solve at this stage. The problem, therefore, everyone is looking forward to the introduction of the rules.

 

    3. China's natural rubber import tariffs are lowered in 2013

 

    Since January 1, 2013, the domestic import and export tariffs on natural rubber have been partially adjusted. Among them, the import tariff of natural rubber is recommended to be a tentative tax rate: latex is 10% or 720 yuan / ton, both from low; smoke film and technical classification of natural rubber is 20% or 1,200 yuan / ton, both from low.

 

    Tire World Network found that most domestic tire manufacturers believe that this policy has less impact on enterprises, because tire companies mostly use composite glue, and the tariff of composite rubber is zero. In contrast, the price of imported standard rubber is still relatively low. High.

 

    In addition, an industry insider's view is that the gap between the adjusted tax and the zero-tariff of composite rubber is still very large. Therefore, enterprises will still mainly choose to import composite rubber. For the use of raw rubber, enterprises mostly rely on export verification and the use of domestic glue to reduce costs.
