1. tire retreading and comprehensive utilization access conditions
On July 31, 2012, the state issued the "access conditions for tire retreading industry" and "access conditions for waste tire comprehensive utilization industry" to standardize the development order of waste tire comprehensive utilization industry, promote the optimization and upgrading of enterprises, strengthen environmental protection, improve the technology and management level of comprehensive utilization of resources, and guide the healthy and sustainable development of the industry.
After that, on April 2, 2013, the Ministry of Industry and Information Technology issued the Interim Measures for the Administration of Industry Access Announcement for Comprehensive Utilization of Waste Tires in the form of Announcement No. 86 of 2013. This is the interim measures specially organized and formulated by the Ministry of Industry and Information Technology to implement the "Tire Retreading Industry Access Conditions" and "Waste Tire Comprehensive Utilization Industry Access Conditions" documents, standardize the development of the waste tire comprehensive utilization industry, and improve the level of comprehensive utilization of waste tires.
In the view of Cao Qingxin, secretary-general of the Comprehensive Utilization of Waste Rubber Branch of the China Rubber Industry Association, these policies do have good results. He told Tire World Network that setting industry thresholds has effectively prevented the cluster and irregular expansion of production, and has also played a guiding role in the healthy development of the industry.
2. "Defective Automobile Product Recall Management Regulations"
On January 1, 2013, the "Regulations on the Administration of Recall of Defective Automobile Products" came into effect, and the manufacturer recalled the tires that had problems with the vehicle.
Industry insiders generally believe that this regulation clarifies the accountability party for tire problems. This is a relatively good trend, but there are also some unresolved problems. Cao Jinsheng, a former expert at the National Motor Vehicle Product Quality Supervision and Inspection Center, said that there are many reasons for tire defects. How to define whether it is due to improper use of the owner, or design problems in the production process, and who will define it, etc., is still difficult to solve at this stage. Therefore, everyone is looking forward to the introduction of the detailed rules.
3. 2013 China natural rubber import tariff cut
Since January 1, 2013, the domestic import and export tariffs on natural rubber have been partially adjusted. Among them, the natural rubber import tariff proposed provisional tax rate: latex is 10% or 720 yuan/ton, both from low; Tobacco film and technical classification of natural rubber is 20% or 1200 yuan/ton, both from low.
Tire World Network found that most domestic tire manufacturers believe that the policy has little impact on enterprises, because tire enterprises mostly use composite rubber, and the tariff of composite rubber is zero. In contrast, the price of imported standard rubber is still relatively high.
In addition, the view of an industry insider is that there is still a big gap between the adjusted tax amount and the zero tariff of composite rubber. Therefore, enterprises will still mainly choose to import composite rubber. For the use of raw glue, enterprises mostly rely on export write-off and the use of domestic glue to reduce costs.
